Ukraine has received military, financial and humanitarian support from a large number of governments around the world. The sums are enormous and the financial support will continue for many years. Norway supports Ukraine militarily and financially. In February 2023 an unprecedented support package to Ukraine was agreed by a broad majority in the Norwegian Parliament. Through the Nansen Support Program, Norway will support Ukraine with NOK 75 billion (USD 7.2 billion) over five years. 

Ukraine ranks 116 out of 180 countries on Transparency International's Corruption Perception Index, and the Norwegian government has signalled that the support, as a general rule, will be channelled through established organisations that have a proven ability to deliver good capacity and effective control systems. 

In this panel we will discuss corruption risks and necessary controls in relation to military, financial and humanitarian support to Ukraine. We will also discuss the opportunities reconstruction of Ukraine represents when it comes to strengthening democracy and rule of law, establishing solid institutions, strengthening transparency and accountability in post-war Ukraine. Given the challenges in Ukraine and the record high flow of money through the multilateral system, what are the checks and balances in place to prevent corruption and diversion of much needed funds, as well as the absorptive capacity for aid effectiveness?
