David Fuhr was promoted to Assistant Chief in October 2019 and Acting Chief in 2023, having previously served as a trial attorney in the Foreign Corrupt Practices Act unit of the Justice Department criminal division fraud section. He was then elevated to acting principal assistant chief of the FCPA Unit in October 2021. Fuhr prosecuted the former president and chief executive officer of Bizjet International Sales and Support, a US-based subsidiary of Lufthansa Technik AG. Bernd Kowalewski pleaded guilty in July 2014 to bribing officials in Mexico and Panama to get contracts for air services. He was sentenced to pay criminal monetary penalties of US$15,000 and to time served. Fuhr also worked on the prosecution of Dallas Airmotive, which entered into a deferred prosecution agreement with the Justice Department in December 2014. The company admitted to bribing officials in Brazil, Peru and Argentina to secure lucrative government contracts. It agreed to pay a US$14 million criminal penalty. Before joining the fraud section in March 2013, Fuhr worked for more than seven years on the defence side of FCPA cases as an associate in the Washington, DC, office of Debevoise & Plimpton. He was a law clerk for a year in the US Court of Appeals for the Eighth Circuit in Minneapolis before he entered private practice.
